The financier purchased a smaller island - the Little St James - originally in the late 1990s, but subsequently obtained the larger adjacent island in the year 2016 for approximately $22.5 million.
This visual evidence indicate he had formulated ambitious plans to build upon the sprawling island by constructing homes, an open-air theater, an underwater office and a reservoir.
You can see the drawing is a local waterway, a strait in the territory, indicated on the south-eastern section.
The site plan is marked up in handwritten red notes and features a notes section identifying distinct areas of the land.
